NewVistas pursues an ancient aim — a community with all things in common and no poor among them — but reaches it through structure rather than shared consumption or forced equality.
The community storehouse holds title to all productive assets, while every participant operates a profitable Business Enterprise that provides fully for themselves and their dependents. Common ownership of title coexists with fully private ownership of each Business Enterprise business and all its profits. The aim is reached by lifting every participant into productive sufficiency, not by leveling outcomes.

II · Title and custody
One title, held; custody, leased
All productive assets are owned by the community and held in unified institutional title through the Storehouse rails — Bureau 7 (Clearing), Bureau 8 (Property), and Bureau 9 (Capital) of the Title bureau. Enterprise Owners receive custody by lease; title never fragments into private deeds.
The Enterprise Owner receives exclusive, time-bound responsibility for use and outcome. An Enterprise Owner is truly over his own property — he alone bears the consequence while custody endures — even though title never transfers. If deeds were privately fragmented, every later feature of the order would become unstable, and residual could not be kept as true institutional principal.

All Things in Common is achieved structurally: the community holds unified title to all productive assets through the Storehouse rails, Enterprise Owners hold custody by lease, and every participant runs a profitable business that provides for their own. Common title and private Business Enterprise coexist — the poor are lifted into productive sufficiency rather than outcomes leveled. This unified title is the ground the rest of the economic order stands on, beginning with what a Business Enterprise keeps: its residual.
