Bureau 14 provides the templates that give every lease, contract, and Business Enterprise agreement a sound legal shape — and the privacy and civil-law language they must carry. It is emphatically not a court. It decides no disputes, punishes no one, and makes no economic policy.

I · What Bureau 14 Does

Bureau 14 governs contract templates, lease templates, Business Enterprise and transfer agreements, privacy and data-processing clauses, access-control clauses, bylaw and amendment templates, civil-law compliance language, and the certification of mediators and adjusters. It is the middle rail of Department V, between Innovation (13) and Audit (15).

Its job is to make sure every arrangement in the community has a legally sound, civil-law-compliant form — so that agreements hold up, privacy is protected, and the community stays lawful in the jurisdiction where it sits. It provides the forms; it never fills the role of the courts that interpret them. When disputes arise, certified mediators and adjusters (whom Bureau 14 certifies) help resolve them, but the bureau itself renders no verdicts.

Bureau 14 supplies the legal shape of things — it is not a court, a police force, or a civil authority.

II · Templates as Guardrails

The rules built into the paperwork

Because every arrangement is built from Bureau 14’s templates, the templates themselves carry some of the community’s most important protections — the constitutional guardrails are written right into the standard forms.

The lease templates are the clearest example. They must forbid rent set by geometry, by debt load, by bureau fiat, or by any fixed “two-times” multiplier — rent has to remain market-discovered, never dictated by an internal formula. They must also keep accessible-suite inventory separate from billing, so accessibility is never quietly monetized. By encoding these rules in the forms everyone uses, Bureau 14 makes the protections automatic rather than dependent on each Enterprise Owner remembering them.

III · The Boundary It Must Hold

Legal form, not legal power

The most important thing about Bureau 14 is what it refuses to become. A template office that quietly grew into a court or a policy-maker would concentrate exactly the kind of authority the constitutional order is designed to prevent.

So Bureau 14 doesn’t adjudicate, punish, operate courts, create civil authority, allocate assets, determine anyone’s worthiness, or enforce morality. It writes the forms and the compliance language; the civil law of the surrounding jurisdiction and its actual courts do the enforcing. Certified mediators and adjusters handle disputes by agreement between the parties, not by decree. The community stays subject to external law, and Bureau 14 keeps its arrangements compatible with it.
