Bureau 19 certifies that a Business Enterprise Plan is structurally complete — every required field present, coherent, versioned, and correctly routed — before it can move to the next gate. It never asks whether the plan is a good idea.
The completeness gate
Bureau 19 governs the schema for every Business Enterprise Plan — the Life Plan-to-Business Plan interface, plan-modification schema for distress periods, contractor certification for plan origination, and the full documentation package a plan must carry before it can proceed.
Every Business Enterprise begins with a plan, and every plan has to say the same things in the same shape — participant identity, the Life Plan it’s built on, the Owner’s Draw it targets, every asset, dependency, and cost it assumes, right down to labour structure and AI/robotics assumptions. Bureau 19 is the office that defines that shape and checks that a given plan actually has it. Origination itself is done by fee-based certified contractors or qualified Enterprise Owners — Bureau 19 doesn’t write plans, and it holds no operating budget of its own.

No field can be talked around
TOK19 completeness is binary. A missing, invalid, unversioned, incoherent, privacy-defective, incorrectly routed, or settlement-invalid required field stops the plan — and nothing elsewhere in the plan can make up for it.
This is deliberate. A plan with a brilliant market story and an incomplete privacy-boundary field doesn’t pass on the strength of its story — it fails on the missing field, full stop. That’s what keeps Bureau 19 from becoming a backdoor approval authority: it has no discretion to wave a plan through because the rest of it looks strong. TOK is the product of three separate, non-compensatory gates — TOK19 schema completeness, TOK20 market verification, TOK21 underwriting viability — and failure at any one of the three stops the action regardless of strength at the other two.
Completeness is not graded on a curve — a plan is either complete or it isn’t.
Selling a Business Enterprise, running an apartment building
Two plan types show the boundary clearly. A purchase-transfer plan needs the seller’s disclosed defects, the buyer’s proving period, and independent contractor certification on both sides — Bureau 19 confirms those stages exist, but the seller still chooses the successor and negotiates the price. A property-management plan needs market-rent analysis and lifecycle-cost schedules — Bureau 19 confirms the analysis is present, not that the rent is right.
Bureau 19 also requires an indicative private dashboard estimate to be clearly labeled as exactly that — never a sale price, a claim against community-titled assets, or an entitlement. Where a plan depends on the community’s quarterly calendar, Week 13, or Leap Week, or where it uses the 0.625m construction grid for a physical build, the schema requires the matching technical and temporal fields before it’s considered complete.
Bureau 19 confirms the paperwork is whole. Bureau 20 confirms the market is real. Bureau 21 confirms the numbers survive stress. None of the three can do another’s job.
