Every community begins with the physical things daily life is built from — the materials people work with, the spaces they live and work in, and the tools that make work possible. Department I, the Village department, is where NewVistas grounds all of that.

It is the department closest to everyday life, governing the ordinary assets a household or a Business Enterprise touches from one day to the next. Like every department in the system, Village governs rather than operates: it sets the standards for how physical assets are leased, cared for, and kept in good order, but it never owns those assets, runs a business, or holds anything in its own hands. Ownership and financing stay with the community’s title offices, and the actual work is carried out by Enterprise Owners and certified contractors. The department’s job is simply to keep the rules fair, clear, and durable. Two elders anchor it — the branch president who welcomes people in, and the village president who watches over local life.

Inventory

Inventory governs the short-lived, flowing things a Business Enterprise consumes as it works: raw materials, supplies, operating stock, and work in progress. Its guiding rule is that these move by real demand, not speculation — a business receives what its validated plan actually needs, when it needs it, rather than accumulating private stockpiles. It keeps the everyday flow of materials honest, replenished, and matched to genuine productive use.

Bureau 2

Facilities

Facilities governs the places people occupy — land, buildings, shared spaces, and the private suites where individuals rest and withdraw. One principle sits at its heart: privacy is built into the architecture itself, protected from the very first building someone rents and never traded away for convenience. Facilities also makes clear that renting a space grants use, not ownership — and, notably, it does not set anyone’s rent, which the market discovers instead.

Bureau 3

Equipment

Equipment governs the durable tools of production: machines, vehicles, computers, servers, and increasingly the robots and AI systems a modern community relies on. Rather than hoarding idle reserves against the future, it keeps equipment useful through lifecycle care — maintenance, redeployment, and timely replacement. In the community’s early years people still own their own cars and devices; the department takes on productive equipment gradually, as shared systems mature.

Taken together, the three bureaus of Department I form the material foundation of the whole system: what you use, where you are, and what you work with. It is fitting that its old name calls it “an ensign to the nations” — a village built well enough in its ordinary details to be worth imitating.
