A community can only govern itself openly if it can record, publish, and measure itself truthfully. Department VI is where NewVistas represents its own reality — the ledger of what happened, the record of what is known, and the measure of how the whole is doing.
Its three departments are all “representation” rails, and the distinction between them is deliberate: Accounting represents financial fact, Publication represents public knowledge, and Metrics represents measurable performance. They coordinate but never merge, and none of them runs, funds, or allocates anything — they make reality visible and hand every decision back to the rails that own it. Like every department, Data governs the standards of representation while certified Enterprise Owners do the recording, publishing, and measuring. Its elders are the teachers — the messengers who keep the community’s knowledge true.
Accounting
Accounting sets the standards for how financial facts are recorded — ledger schema, reconciliation, settlement, residual recognition, and proof formats. It lends nothing and prices nothing; it standardizes representation so the books stay honest, keeps obligations classified so none can hide inside another, and proves every authorized flow while keeping each person’s affairs private.

Publication governs how knowledge is published and preserved — bylaws, standards, courses, research, and the record itself. In NewVistas, official publication is a digital constitutional act: a rule or result becomes real when it enters the authorized digital record. It also certifies the Practice Guides who carry the applied half of youth education, and runs the week-thirteen publication rhythm — without ever operating a school or library.

Metrics sets the standards by which the community measures itself — appraisal, footprint calibration, output, and viability. It measures in aggregate only and never scores an individual, which makes it the system’s key anti-distortion institution: it keeps true costs visible so the economy can’t drift into subsidy, speculation, or surveillance, while every person’s data stays private.
