Bureau 22, in the Infrastructure bureau, governs material continuity on a recovery-first hierarchy, with scarcity-aware continuity limits and no speculative extraction.

Materials carry passports, and the order prioritizes recovery and reuse before extraction. New extraction is not forbidden, but it is the last resort — permitted only under validated demand, small and safe and digitally mapped, never as speculation ahead of need.

Extraction is the last resort

Continuity runs down an ordered ladder. Each rung is exhausted before the next is considered, so raw extraction is reached only when nothing higher can meet a validated need.

Power over materials comes from admissibility, not ownership: Bureau 22 sets the standard a material must meet to enter use, while title to recovered stock is held by the Storehouse rails — long-duration through Bureau 8, and the equipment that processes it through Bureau 9. The bureau governs; Enterprise Owners and certified contractors do the recovering.
