System Three

Bureau 24 of the Infrastructure bureau governs decentralized mobility custody and breezeway Business Enterprise under an anti-monopoly lease architecture — setting standards for competing mobility Enterprise Owners without operating transport itself.

Transport is the circulation system of NewVistas: it moves materials to utility organisms and Business Enterprises, food to restaurants, goods to users, and workers to work — linking buildings, domains, communities, and federation. Bureau 24 governs the standards only.

II · Separation of transport powers

No single office owns movement

The deepest anti-monopoly guard is constitutional: the four powers over transport are held by four different bureaus, and none may consolidate the others. Standards, title to vehicles, title to corridors, and operating rights are deliberately kept apart.

Certified transport Enterprise Owners run productive mobility businesses under lease; Bureau 24 does not operate or administer as a bureaucracy. Because standards, vehicles, corridors, and operating rights sit in four separate hands, no one can corner the circulation system.
