Preserve, teach, measure — kept distinct.
Three knowledge domains stay constitutionally distinct: one preserves, one teaches, one measures. Keeping them apart is what stops the community’s memory from becoming its ruler.
They are the three bureaus of the Data bureau — and the boundary between them is deliberate. Records may not quietly become rules; teaching may not become surveillance; measurement may not define what is right.

II · Why the walls matter
Memory that does not rule
The most important line is the last one. Metrics measures aggregate conditions only — system size, risk, historical failure rates — and it may never turn a measurement into a rule or use it to define anyone’s Owner’s Draw. The Owner’s Draw stays professionally discovered and plan-defined; measurement can inform the corridors that bound the system, but no metric may reach down and set an individual’s life.

Publication also carries the teaching half of the education order through its Practice Guides — so the same bureau that preserves and measures the community’s knowledge is where practical capability is transferred, always kept distinct from the private records it must never expose.
