Department V is where the community keeps itself honest. The Regulatory department governs what may be created, the legal form of every arrangement, and the verification that what was governed is what actually happened — three rails that together let a fully self-governing community trust its own order.
Its design principle is a strict one: none of these rails may become an operator, a court, or an administrative empire. A regulator that also funds and runs what it regulates, a template office that grows into a tribunal, or an audit body that expands into surveillance would each concentrate exactly the authority the constitutional order exists to prevent. So each department here governs standards only — narrow, published, and auditable — while certified Enterprise Owners and contractors do the actual work. Its elders are the deacons who, in the old phrase, “help in government.”
Innovation
Innovation governs research, intellectual property, licensing, and diffusion — as a Business Enterprise economy for ideas rather than a grant bureaucracy. Funded from the footprint assessment and paid as incurred, research runs in small, finite Business Enterprises; the community owns the IP while researchers earn first right, and royalties flow out through the clearing rail as export revenue. It runs no lab and holds no funds.

Legal provides the templates and civil-law language that give every lease, contract, and Business Enterprise agreement a lawful, durable shape — with the community’s guardrails, like market-set rent and protected privacy, encoded right into the standard forms. It is not a court: it decides no disputes, punishes no one, and makes no policy; mediators resolve and external courts enforce.

Audit verifies that the order was executed as designed — that the right proofs exist, money moved in sequence, privacy held, and no forbidden structure was created. It acts only when a trigger fires, reads only the evidence that trigger points to, and is barred from audit creep. Its deliberate narrowness is exactly what makes its verification trustworthy.
