Bureau 23 of the Infrastructure bureau governs the building as a utility organism — ten-building utility firms with duplicated reliability and a thermodynamic cascade, managed under no-reserve lifecycle-fee logic.
Because each building handles its own waste and recycles its own water, the community no longer depends on the vast centralized infrastructures that once reshaped the landscape. The bureau governs the envelope and the service standard; it does not choose the fuel or run the company.
II · The fixed shape
Small firms, fixed scale
Utilities are organized at a deliberately fixed scale — small enough to prevent fragmentation, bounded enough to prevent monopoly. Roughly two hundred small utility companies each serve about ten buildings, so no single operator can capture the grid and no building is left to fend for itself.
III · Duplicated reliability
One fails, the other carries
Reliability is physical, not promissory — but it is shared, not doubled up inside one building. A public building installs two 325 kW modules, 650 kW total against roughly 520 kW actually drawn: about 1.25× demand, not the 2.5× a fully self-sufficient building would need. If one module fails, the survivor can supply at most 325 kW of the building’s 520 kW draw on its own. The remaining shortfall, roughly 195 kW, is carried by the other nine buildings on the same shared utility grid — not held in reserve inside the building that lost a module.

Summary
Utilities are governed as building organisms: about one hundred ninety-two small firms each serving ten buildings, at a fixed scale that blocks both monopoly and fragmentation. Each building installs about 1.25× its own demand — not 2.5× — because a single module failure is covered by the other nine buildings on its shared grid, not by spare capacity held inside the building itself. The bureau governs the envelope and standard, source-agnostic and reserve-free. Buildings and their utilities still have to be reached and connected — which brings us to movement.
